San Francisco cable car accidents costs millions

SAN FRANCISCO (AP) ? In this city of innumerable tourist attractions, the clanging, hill-conquering cable cars stand out as a top draw.

The quaint conveyances also stand out for the inordinate number of accidents and the millions of dollars annually the city pays out to settle lawsuits for broken bones, severed feet and bad bruises caused when 19th-century technology runs headlong into 21st-century city traffic and congestion.

Cable cars average about an accident a month and routinely rank among the most accident-prone mass transportation modes in the country per vehicle mile traveled annually, according to the U.S. Department of Transportation. Over the last 10 years, city officials have reported 126 accidents injuring 151 people.

After the latest serious accident ? when seven people were injured after a cable car slammed to an unexpected stop after hitting a small bolt in the track ? The Associated Press obtained through a public records request a listing of cable car-related legal settlements over the last three years.

Those figures show the city paying nearly $8 million to settle about four dozen legal claims.

The city has paid on average $12 million annually to settle all claims connected to its mass transportation system that in addition to cable cars consists of electric street cars and buses, which travel many more miles and carry many more passengers.

City officials acknowledge that the open air cable cars, which ply only eight miles of track, produce a disproportionate amount of accident-related costs.

But they say the cars are a much beloved and valuable part of the city's life and character.

Their images are inscribed on the San Francisco Giants World Series rings. The cars have been immortalized in song and in television ads selling rice. And tourists line up dozens deep even in freezing weather for a chance to ride over the city's Nob and Russian hills.

"The iconic cable cars of San Francisco are a National Historic Landmark and we work every day to make them safer," San Francisco Mayor Ed Lee said, adding, "While accidents and injuries are down from just a few years ago, we are always working to improve the system as a whole."

Federal transportation figures show 19 injuries and 16 accidents last year, the second highest amount reported in the last 10 years. There were 36 accidents reported in 2004.

Two months ago, five passengers and two workers were injured after the bolt caused their cable car to slam to a sudden stop, tossing them violently inside the vehicle. The conductor had facial and tongue injuries and the driver suffered internal injuries and cracked ribs, transit officials said.

Legal claims are expected, as they always are after a cable car accident.

The city has been settling lawsuits almost since the cable cars began operation in 1893. One woman won a 1970 jury verdict of $50,000 after she claimed that a minor accident on a cable car she was riding turned her into a nymphomaniac.

"The 19th Century technology of the cable cars does pose some challenges," said Paul Rose, a spokesman for the city agency that oversees San Francisco mass transit. "While one accident is too many and we're always working to improve safety, these incidents are rare."

San Francisco remains the only place on the planet with a true, manually operated cable-car system serving the public.

First introduced in the late 1800s to save the strain on horses hauling carts up the city's steep inclines, the 15,500-pound cable-powered cars grip a continuously moving underground cable with pliers-like gear to travel the streets of San Francisco.

They are a San Francisco icon vital to the city's booming tourism industry.

A survey commissioned by the San Francisco Visitors and Conventions Bureau found the top four tourist activities in the city were dining, shopping, visiting museum and riding the cable cars. An estimated 7 million ride the cable cars annually, the vast majority tourists.

The biggest single payout over the last three years went to John Gainor, who received $3 million in November 2011 because his foot had to be amputated after it got caught between the cable car he was standing on and a parked vehicle.

Another $4 million went to the four victims of a runaway cable car that sped down a notoriously steep San Francisco hill before leaving the tracks and careening onto the sidewalk. The brakeman fell down outside the cable car as he was pushing it and couldn't get back aboard. A tourist from Texas suffered a broken femur and three others were seriously injured.

Linda Cvilikas, who tore tendons in her knee when a cable car she was riding came to a sudden halt on Nob Hill in 2011, said: "One minute I was standing and the next minute I was on top of my husband and a really large gentleman fell on top of me.

"That thing stopped and we all fell like dominoes," she said. The city paid Cvilikas $16,000 and her husband John another $2,500 to settle the Nebraska couple's legal claims. "It's safe to say that I won't be riding the cable cars again if I return to San Francisco," she said.

Lohan shows up late for 'Scary Movie 5' premiere

LOS ANGELES (AP) ? Lindsay Lohan showed up late for the Hollywood premiere of "Scary Movie 5."

The 26-year-old actress got a kiss from co-star Charlie Sheen in front of photographers, then told reporters on the arrivals line: "I'm taking care of myself."

After striking a plea deal in her most recent court case, the troubled actress is set to report to three months of locked rehab next month. She arrived about 20 minutes after the scheduled start of Thursday night's premiere screening.

Lohan appeared to blame her tardiness on a dress mix-up and smiled when fans chanted her name.

"Are they chanting? That's crazy. That's insane. It's like Brazil again. But yeah, my dress was left in New York. But it's fine," she told "Extra."

She appears in one brief segment in the film playing herself alongside Sheen, but promoted it this week in an interview with "Late Show" host David Letterman, who pressed her about rehab.

"I have no hard feelings. His job is to crack jokes. So it's fine," Lohan said of the veteran talk-show host. "I think he's an amazing man and I respect him."

While Sheen's recent financial support has gotten media attention, Lohan downplayed her relationship with the "Anger Management" star.

"He's a really nice person. I think that having my family's support ? you know, my siblings and my sister, and stuff like that, my mom ? I think that means the most, that the people that I care about in my life care about me," she said.

Sheen said he was happy to help the former child star.

"I do it because it's the right thing to do at the time, in the moment. She needed some help and I helped her. The biggest deal out of it was made through the media, you know," he said.

And he predicted an eventual return to the public good graces for Lohan: "You know this town loves a comeback, loves a comeback, you know."

"Scary Movie 5" opens in theaters Friday.

High wattage couples on course at Masters

AUGUSTA, Ga. (AP) ? Think of it as power couples instead of Fred Couples.

Some of the talk Thursday at the Masters wasn't just about what was happening on the tees and greens, but who was outside the ropes looking in. The No. 1 and No. 2-ranked players in the world, Tiger Woods and Rory McIlroy, had entourages that included girlfriends with some pedigree of their own.

For Woods it was Lindsey Vonn, the Olympic ski champion and now his very public companion. She watched from the clubhouse lawn as Woods teed off on No. 1, and lingered around to see him after he came off the 18th green.

In between, she drew a crowd of photographers who gathered around her while Woods played the ninth hole.

Woods and Vonn acknowledged their relationship last month in posts on social media, complete with studio pictures of the couple. The last time Woods won the Masters, he was married to Elin Nordegren. They divorced in 2010 after Woods admitted numerous marital indiscretions.

Caroline Wozniacki, once the No. 1 tennis player in the world, has been linked to McIlroy for nearly two years. She's now No. 10 in world standings.

Wozniacki put on a caddie's bib Wednesday for the Par 3 contest, and McIlroy even had her hit a shot, which she topped in the water. On Thursday, she was in the crowd following the Irish player during the first round.

McIlroy and Wozniacki were prominently featured on television coverage of the Par 3 contest, an informal outing for players and their families.

As far as lingering camera shots on celebrities during the tournament, ESPN spokesman Josh Krulewitz said:

"The focus of our coverage remains on the competition."

Celebrity couples aren't new to golf. Sergio Garcia once dated tennis player Martina Hingis, while Dustin Johnson currently dates Paulina Gretzky, daughter of hockey great Wayne Gretzky and actress Janet Jones.

H5N1: OIE on the "exceptional nature" of H7N9

Via the OIE, an April 11 news release:?The OIE, World Organisation for Animal Health, highlights the exceptional nature of the influenza A(H7N9) event notified by China. Excerpt:
According to the official reports sent to the OIE by the Chinese Veterinary Authorities, poultry that have tested positive for the presence of influenza virus A(H7N9) and are also suspected of being the source of reported human cases, do not show any visible signs of disease, making it very difficult to detect this virus in poultry.??
?Based on the information currently available we are facing a rather exceptional situation, because we are dealing with an influenza virus of very low pathogenicity for poultry which has the potential to cause severe disease when it infects humans?, stated the Director General of the OIE, Dr?Bernard Vallat.?
The OIE is fully involved in the collective global effort to manage new risks presented by the influenza virus A(H7N9). Supporting this, the OIE has a Reference Laboratory for avian influenza in China (Harbin Veterinary Research Institute) which is currently conducting extensive analyses on the animal source of the virus. This laboratory is also recognised by FAO. There are an additional 15 OIE Reference Laboratories around the world which are also working on animal influenza (in poultry, pigs, horses).

Avon culling: Company plans to slash more than 400 jobs

Avon Products Inc said on Monday it will slash more than 400 jobs and exit the Irish market, the latest moves in the new chief executive's plan to return the beauty products company to profitability in the next two years.

Avon, the world's largest direct seller of cosmetics, is already showing signs of stabilizing its business under new CEO Sheri McCoy, who was brought in a year ago, following years of inconsistent sales in Brazil and Russia and dwindling business in China and the United States.

The company, known for products such as Skin So Soft, in December set an annual cost savings target of $400 million by the end of 2015 and said it would exit South Korea and Vietnam. The moves announced Monday are part of those initiatives.

In February, Avon reported surprisingly strong fourth-quarter earnings after reversing sales declines in top markets like Brazil and Russia and selling more products globally.

McCoy said at an investor conference later that month in her most expansive comments about the restructuring plan that she had no qualms about exiting unprofitable markets to focus on emerging markets. She said a key priority is to reverse a long sales slide in the United State.

The CEO also wants operating profit margin to hit the low teens in percentage terms by 2016. In 2012, it had fallen to 2.9 percent of sales from 9.9 percent two years earlier.

"While considerable work remains to be done to improve operating margin, we believe Avon can return to a low double-digit margin," Stifel analyst Mark Astrachan said.

Staff will be cut across all regions and functions and will include the restructuring or closing of smaller, underperforming markets, primarily in Europe, the Middle East and Africa, Avon said on Monday.

The cuts, which will be completed by the end of the year, are expected to generate $45 million to $50 million in annual savings.

Total charges are expected to range from $35 million to $40 million, with about $20 million coming in the first quarter of 2013, the company said.

Avon had 39,100 employees as of December 31, 2012, and more than six million active sales representatives.
